12- بَابُ الْحَاكِمِ يَحْكُمُ بِالْقَتْلِ عَلَى مَنْ وَجَبَ عَلَيْهِ دُونَ الإِمَامِ الَّذِي فَوْقَهُ:
(12) Chapter. A governor (of a province, etc.,) who is under can sentence to death a person who deserve such punishement without consulting the Imam.
