38- بَابُ كِتَابِ الْحَاكِمِ إِلَى عُمَّالِهِ، وَالْقَاضِي إِلَى أُمَنَائِهِ:

(38) Chapter. The writing of a letter by the ruler to his representatives (in the provinces), and by judge to his workers who look after the problems of the people.
